GPTA21-001: Hazard Mitigation Plan Reference in General Plan
A proposal to amend the Health and Safety Element of the Merced County General Plan to incorporate a Local Hazard Mitigation Plan (LHMP). The Local Hazard Mitigation Plan was developed to ensure that Merced County and participating cities, agencies, and communities are eligible for federal disaster assistance, including Federal Emergency Management Agency’s (FEMA), Pre-Disaster Mitigation (PDM), Hazard Mitigation Grant Programs (HMGP), and Flood Mitigation Assistance Program (FMAP). Pursuant to requirements from the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (CalOES), staff is recommending that the Planning Commission recommend to the Board of Supervisors that the LHMP be incorporated into the Health and Safety Element of the Merced County General Plan. CEQA: The project may be found exempt from the California Environmental Quality Act (CEQA) pursuant to the “general rule” in CEQA Guidelines Section 15061(b)(3) that there is no possibility that the proposed amendment to the General Plan will have a significant effect on the environment. The project may also be found exempt from CEQA per sections 15307 and 15308 because the implementation of the HMP will include actions taken by regulatory agencies to maintain and protect natural resources and the environment.
- Open/close the Public Hearing;
- Determine no further environmental review is required pursuant to Sections 15061(b)(3), 15307, and 15308 of the CEQA Guidelines.
- Recommend the Board of Supervisors approve General Plan Text Amendment No. GPA21-001 to include a reference to the Merced County Local Hazard Mitigation Plan within the Health & Safety Element of the General Plan.
