The proclamation of a public health emergency does not signify an increased risk to the public. A proclamation of emergency allows the State to protect consumers against price gouging, allow for health care workers to come from out of state to assist at health care facilities, and give health care facilities the flexibility to plan considered a reason for elevated concern; in fact, it is quite the opposite as it helps in the State’s efforts to contain the virus.
